DCSF has announced that the proportion of 16-18 year olds in education and training has risen to 78.7%, the highest rate ever, but the proportion of young people participating in work based learning has only ‘stabilised’ at 6.8%, having steadily fallen from 11.3% since 1994. The proportion of young people aged 16, 17 and 18 in the NEET group has fallen significantly at all three ages. Ministers say that they are determined to reduce the NEET figures further with, for example, a major expansion of Apprenticeships and the use of Flexible New Deal to support NEET 18 year olds into employment. http://www.dcsf.gov.uk/rsgateway/DB/SFR/s000792/index.shtml
 
DIUS has launched a consultation on how the legal right to request to train should be implemented from 2010. The right was included among the planned legislation in the draft Queen’s Speech. Ministers propose that the right should be modelled on the right to request flexible working which they regard as a success. The right applies to both accredited and unaccredited learning.

A further chapter in the 14 – 19 Diploma story was completed in June with the ending of the consultation on the DCSF 14 – 19 Qualification Strategy.
 

The WYLP Network meeting with the LSC’s Regional Director took place at Bradford 7th July, where it was discussed that the Yorkshire & Humber region’s providers were forecasting a 6% increase for 16-18 participation on Apprenticeships in the 2008/09 contract year.

This is a very positive statement as this year’s increase of 3% for the region has yet to be reached, and In light of the recent economic climate WYLP are collating provider feedback on their forthcoming contract year, and if these targets are achievable.

Under the ‘Machinery of Government’ changes announced earlier in the year the LSC’s responsibility for 16 to 18 learning and skills will transfer to local authorities who will be responsible for producing their commissioning requirements for post 16 work based learning under the local 14-19 strategic plans. The WYLP Board agreed that it is important that we have good dialogue with the local authorities so we are able to influence the development of 14-19 strategic plans. WYLP organised a discussion forum to debate this agenda and to agree a way forward regarding the current activities on 14-19 local strategic plans and the extent of planning for post 16 work based learning within these local authority plans for the future. From the forum discussions it was agreed that WYLP should write to the Directors of Children and Young People Services in each of the Local Authorities to ensure WYLP/WBL was represented at the development of these plans.
 
The AGM was followed by an excellent presentation by Mike Lowe LSC Director of Area, West Yorkshire who provided the meeting with an LSC briefing, Machinery of Government Changes and the recently published Government Reports ‘World-class Apprenticeships; Unlocking Talent, Building Skills for All and Raising Expectations: enabling the system to deliver.  This was a good opportunity for providers to hear and ask questions about developments on the Governments strategy for the future of Apprenticeships and the reforms to improve the delivery of adult and young peoples skills.
 
The WYLP AGM was held on the 9th June 2008 following another successful year. The Chair spoke of the need for a strong work based learning network in WYLP to respond to the challenges that the Machinery of Government changes will bring to providers in the years ahead.
 
Although WYLP were not on the Queen’s Honours list we were working hard towards the Matrix Standard (Quality Standard for Information, Advice and Guidance Services). Having achieved the IIP recognition and being fully compliant for Customer First, WYLP was assessed for the Matrix Standard on the 9th July 2008 and has been accredited pending certification.
 
As you may be aware the WYLP website was being updated over the last few months, the site now has a fresher look and is the ‘new improved version’ as they say in marketing.
Providers and partners are urged to visit the site and subscribe to the newsletter and feedback any comments on the site.

On Monday 25 February the third annual Wakefield Apprenticeship Evening took place at the Chasley Hotel, Wakefield. This year it was a special occasion as it also marked the start of the Learning and Skills Council’s National Apprenticeship Week, which aimed to celebrate success and encourage more employers to take on Apprentices.
